configs/pine64: enable BR2_DOWNLOAD_FORCE_CHECK_HASHES

Enable BR2_DOWNLOAD_FORCE_CHECK_HASHES, add custom hashes in
board/pine64/pine64/patches directory and remove the exception from
.checkpackageignore.
