This reverts commit 6b56e0b4f0 .
commit 6b56e0b4f0 ("linux: disable -Werror") said we needed to disable
CONFIG_WERROR in the kernel because it failed to build the esp-hosted
kernel module. This was very much the hammer approach because a) it'd be
better to fix the warnings in the kernel module or b) disable the
kernel's CONFIG_WERROR *only* if esp-hosted is to be built, via the
ESP_HOSTED_LINUX_CONFIG_FIXUPS variable in
package/esp-hosted/esp-hosted.mk.
This is a simple revert without making any change to any kernel module
(including esp-hosted) because all upstream Buildroot defconfigs with a
kernel module enabled build fine today (albeit with warnings). The two
defconfigs that were pointed at by the now-reverted commit all have been
(updated for and) run on master without failing the build.

linux: Only run depmod during the finalize hook

Commit 82e7656400 ("linux: Allow modprobe for out-of-tre modules") added
support for running depmod as part of the target finalize hook.
However, it also originally set DEPMOD to /dev/null, a hunk that was
removed upon apply. The kernel depmod wrapper script uses `command` to
verify that whatever is passed into DEPMOD is known to the shell.
These days if the DEPMOD tool is set to something incorrect the depmod
script will just warn [1], but there are trees where the depmod script will
stop with a hard error. [2]
Running depmod as part of out-of-tree module installations causes
unnecessary files to be generated and installed.
Since we're already running depmod in the finalize hook, stub this call to
`true` as it's definitely a shell callable, and it will always succeed.
This is what is done for other packaging scripts in the kernel tree. [3]

linux: make license option visible for _CUSTOM_VERSION as well

Commit 50958bcdac ("linux: Add support for custom license files") added a
default value for the license files and made the option visible (E.G.
editable) when a custom VCS or tarball version is used, but it is also
needed for users of an older _CUSTOM_VERSION (E.G. mainline release), as
the referenced files were only added in Linux 4.16 with commit e00a844aca
("LICENSES: Add Linux syscall note exception"), so change that.

In linux 6.17, the license file LICENSES/preferred/GPL-2.0 was modified.
As a result, also its hash changed, and the hash was duly updated in
commit d6c0f0015b . Of course, this is only
valid for kernel versions from 6.17 - but at the time, we only set
LINUX_LICENSE_FILES for the latest kernel version, not for any other
kernel versions.
Since commit 305a2d91731fade45f35c259cb012bdf17e8dbeb, we also set
LINUX_LICENSE_FILES for all other versions, including e.g. the CIP
versions. Similarly, we now set LICENSE_FILES for all linux-headers
versions. Thus, the hash check of the license file fails for all older
kernel versions.
Fix this by splitting the hash file in two hash files: before-6.17 and
from-6.17. We keep just two hash file rather than a separate one for
each version to limit the number of files that need to be updated when
bumping kernel versions. Create symlinks for all the CIP version in
linux and for all supported versions in linux-headers.
Include the CIP versions as well for linux-headers. They are used when
the kernel is set to the CIP version and linux-headers to
same-as-kernel.
