623ed7c8c7 package/php: remove CFLAGS for OPcache extension 
Buildroot commit aedf131da6 bumped the
package to 8.5.0 which made opcache a mandatory dependency but kept the
CFLAGS added in 2015 with buildroot commit
e054764917.

As it turns out we need to remove the CFLAGS to fix the build with the
bootlin-aarch64-glibc-old defconfig as detected by the Gitlab pipelines:

ext/opcache/shared_alloc_posix.o: In function `create_segments':
shared_alloc_posix.c:(.text+0xcc): undefined reference to `shm_open'
shared_alloc_posix.c:(.text+0x11c): undefined reference to `shm_unlink'
shared_alloc_posix.c:(.text+0x19c): undefined reference to `shm_unlink'
shared_alloc_posix.c:(.text+0x1b8): undefined reference to `shm_unlink'

as they seem to disturb the detection of librt.

It is unclear which upstream commits added since 2015 fixed the original
problem so a backport to LTS branches is not advised.

e139c36925 package/php: propagate postgresql dependencies properly 
Commit 9e7172ceac bumped postgresql and
had to disable postgresql on Sparc. This dependency was unfortunately
not properly propagated to BR2_PACKAGE_PHP_EXT_PDO_POSTGRESQL, causing
the following Kconfig warning:

4b4d7621a1 package/icu: now needs gcc >= 7 due to C++17 usage 
Buildroot commit dcee99507c bumped icu
from version 73-2 to 77-1.

Upstream raised the minimum C++ requirement to C++17 in version 75-1:

"C++ code now requires C++17 [...]"

Consequently, this commit switches the minimum gcc version needed by
package/icu to 7, and propagates this to icu's reverse dependencies.

No autobuilder errors were recorded since we don't test toolchains as
old as gcc 6.x

3a20dfb426 package/php: backport upstream patch to fix/workaround xxhash issue 
Since the bump of xxhash from 0.8.2 to 0.8.3 in Buildroot commit
4b8f2f3a5e, the host of host-php fails
when host-xxhash has been built before.

This is due to the fact that host-xxhash installs
HOST_DIR/include/xxhash.h, and the PHP code has an internal xxhash.h,
but due to the order of CFLAGS, the one from HOST_DIR/include/xxhash.h
gets included instead of the internal xxhash.h from PHP.

We initially tried to fix the order of CFLAGS, but that has proven to
be challenging within the complicated PHP build system. Then, we opted
for renaming the internal xxhash.h header of PHP, which we had
implemented and were about to submit upstream. But while rebasing this
fix on PHP's master, it turned out that PHP has an upstream commit
"Sync headers installation", merged for PHP 8.4.0, which has the side
effect of avoiding the issue. This commit moves xxhash.h into a
subfolder, so it gets included as #include "xxhash/xxhash.h" now,
which avoids the conflict with HOST_DIR/include/xxhash.h. Maybe not
the best fix, but it does fix the issue and it's upstream.

Since this patch is tweaking the PHP build system, we need to do the
equivalent of "autoreconf" but in the PHP world. It was already done
for the target package, we simply add the same logic for the host
package.
