Bernd Kuhls 0ff8b74a0c package/libmicrohttpd: needs host-pkgconf ...

Buildroot commit 712121326f bumped the
package to 1.0.5 which includes upstream commit
a1f9374226
that breaks the build if pkgconf was not found:
